Talent Orchard LLC, is a boutique Talent Acquisition Consulting Firm, we have been retained under contract by a leading Federal IT Systems Contractor to assist in identifying Senior Cyber Security Analyst to support a Joint Staff program at Arlington, VA. Our client is seeking an individual who can provide technical/SME support for C4 & Cyber requirements. The nature of the specific work is classified and it is a requirement that each individual on the assignment possess an active Top Secret with SCI Clearance, as a result only US Citizens with the required clearance level can be considered at this time.

 

Duties and Responsibilities:

  • Designs, tests, and implements secure operating systems, networks, security monitoring, tuning and management of IT security systems and applications, incident response, digital forensics, loss prevention, and eDiscovery actions.
  • Conducts risk and vulnerability assessment at the network, system and application level.
  • Conducts threat modeling exercises.
  • Develops and implements security controls and formulates operational risk mitigations along with assisting in security awareness programs.
  • Involved in a wide range of security issues including architectures, firewalls, electronic data traffic, and network access.
  • Researches, evaluates and recommends new security tools, techniques, and technologies and introduces them to the enterprise in alignment with IT security strategy.
  • Utilizes COTS/GOTS and custom tools and processes/procedures in order to scan, identify, contain, mitigate and remediate vulnerabilities, and intrusions.
  • Assists in the implementation of the required government policy (i.e., NISPOM, DCID 6/3), and makes recommendations on process tailoring.
  • Performs analyses to validate established security requirements and to recommend additional security requirements and safeguards.
  • Supports the formal Security Test and Evaluation (ST&E) required by each government accrediting authority through pre-test preparations, participation in the tests, analysis of the results, and preparation of required reports.
  • Periodically conducts a review of each system's audits and monitors corrective actions until all actions are closed.
  • May support cyber metrics development, maintenance and reporting.
  • May provide briefings to senior staff.
  • Utilizes COTS/GOTS and custom tools and processes/procedures in order to scan, identify, contain, mitigate and remediate vulnerabilities, and intrusions.
  • Assists in the implementation of the required government policy (i.e., NISPOM, DCID 6/3), and makes recommendations on process tailoring.
  • Performs analyses to validate established security requirements and to recommend additional security requirements and safeguards.
  • Supports the formal Security Test and Evaluation (ST&E) required by each government accrediting authority through pre-test preparations, participation in the tests, analysis of the results, and preparation of required reports.
  • Periodically conducts a review of each system's audits and monitors corrective actions until all actions are closed.
  • Provides technical support to managing and evaluating Service and Joint requirements and programs.
  • Provides support to the preparation and evaluation of technical documents, papers, studies, analysis, and briefings to include Joint Capabilities Integration and Development System (JCIDS) documents.
  • Prepares and executes detailed analysis for C4 and Cyber systems

 

Must Haves:

  • BS in Engineering, Computer Science, or other comparable technical degree from an accredited college/university and 9 years related experience. Waiver of degree requirement for specific known technical expertise in national level intelligence, tactical and/or strategic communications systems, Command and Control applications and architectures, and documented experience serving in senior level positions.
  • Demonstrated knowledge and understanding of multiple C4 and Cyber systems
  • Demonstrated experience with computer and communications-related programs
  • Experience in cost-benefit analysis to support decision making of alternative designs or architectures and risk assessment associated with approach
  • Demonstrated knowledge and experience in requirements development, product definition and design, and test planning and execution
  • Operational experience includes planning and executing combined and joint operations
  • Demonstrated knowledge and experience in JCIDS, requirements management, and Service and Joint military operations
  • Desire someone with IAT/IAM Level II Certifications

  • Active Top Secret with SCI Clearance
