The AIDS Foundation of Chicago (AFC) mobilizes communities to create equity and justice for people living with and vulnerable to HIV or chronic conditions. We envision a world in which people living with HIV or chronic conditions will thrive, and there will be no new HIV cases. Our work focuses on advancing health equity, preventing new cases of HIV, serving as a collaboration and knowledge center, being a bold voice for change and strengthening our organizational excellence.
We are seeking an individual to serve as our Vice President of Policy & Advocacy. The Vice President of Policy & Advocacy oversees the development and management of AFC’s national, state, county, and local government relations policy and advocacy activities through efforts that improve public and private responses to the HIV/AIDS epidemic. This role oversees the Policy and Advocacy department work within AFC which includes oversight of departmental efforts around community engagement, community mobilization and related communication and education initiatives.
Principal functions and responsibilities of this position include the following:
Policy and Advocacy Oversight
- Provide executive-level direction and management oversight of public policy and advocacy initiatives which impact the organization;
- Oversee the development, implementation and evaluation of policy, advocacy, community engagement, community mobilization, communication and education strategies and activities to advance sound HIV/AIDS and health care policies;
- In partnership with key department staff, oversee AFC’s relationship-building activities with elected officials, national, state, county, and local agency leaders, and other government officials to advance sound HIV and public health policy;
- Develop and manage the Policy & Advocacy Department budget; seek out and provide necessary support for resource and funding development opportunities to support the department;
- Facilitate participatory process with Policy & Advocacy Department staff to develop policy, advocacy, communications, and community mobilization goals and objectives;
- Lead AFC’s efforts to engage service providers, people living with and vulnerable to HIV, and other community members in AFC’s policy and advocacy activities;
- Ensure high standards of professionalism, timeliness, accuracy and judgment to achieve the department’s goals.
Development and Monitoring of Federal Policy and Legislation
- Conduct and coordinate ongoing environmental scanning to ensure that AFC is proactively addressing current and emerging public policy issues impacting people living with and vulnerable to HIV and health systems;
- Serve as an ambassador for the organization; secure, build and manage relationships within the business, political and public policy community; advance the organization’s mission with relevant constituents; drive broader awareness and donor support for the organization;
- With Housing and Care departments, develop and implement policy strategies that will diversify funding to leverage federal dollars, such as Medicaid, to shift Ryan White and housing clients to a payor source.
Leadership, Strategic Planning and Supervision
- Work with the President & CEO, other Vice Presidents, and Board of Directors to develop and implement the agency’s strategic plan; collaborate and maintain professional relations with other AFC Vice Presidents to achieve agency-wide goals and objectives;
- Spearhead departmental strategic plan and corresponding action plans to achieve AFC’s strategic goals;
- Serve as an integral member and strategic thought-partner of the senior leadership team;
- Cultivate and maintain strong working relationships to achieve the department’s goals; facilitate cross-project collaboration and communication among Department staff and staff from other Departments within AFC;
- Actively represent AFC in relevant coalitions;
- Demonstrate strong and effective organizational leadership at all times;
- Serve as a highly-engaged and inspirational leader and manager of AFC’s Policy & Advocacy department;
- Provide supervision and adequate resources to staff, volunteers, and/or interns;
- Assist in the recruitment and selection of team staff;
- Establish expectations and provide direction and consultation in meeting expectations; manage performance and ensure departmental participation in the performance review process;
- Recommend salary, disciplinary, and other personnel actions in accordance with personnel policies and procedures;
- Train and develop staff; provide individuals with opportunities for professional and personal growth.
- Promote and uphold agency policies and procedures;
- Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, and others;
- Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations;
- Protect organization's value and manage risk by keeping information confidential;
- Required to travel up to 25%;
- Perform other duties as assigned.
Bachelor’s degree in the Public Policy, Political Science, Public Administration, Public Affairs, and Public Health or related field AND 7 or more years of experience in a related government affairs, health care policy and advocacy position.
PLUS a minimum of 3 years in a management and leadership role.
PLUS 5 or more years’ staff supervisory experience.
5 or more years’ experience with community mobilization, coalition facilitation, public speaking, strategic communications and grassroots and grasstops advocacy.
5 or more years’ experience developing, implementing, and evaluating policy, advocacy and community mobilization work.
Demonstrated knowledge of HIV/AIDS prevention, care, civil rights, social determinants of health and healthcare policy.
Master’s degree or higher in the Public Policy, Political Science, Public Administration, Public Affairs, Public Health or related field AND 7 or more years of experience in a related government affairs, health care policy and advocacy position.
5 or more years in a management and leadership role.
7 or more years’ experience with community mobilization, coalition facilitation, public speaking, strategic communications, and grassroots and grasstops advocacy.
Established networks and contacts in the field.
Knowledge, Skills, and Abilities
Strong analytical skills including the ability to collect, gather, visualize and analyze information in details. This includes the ability to see a problem or situation from different points of view in order to solve complex problems and make decisions in the most effective way.
The ability to establish and maintain relationships with key individuals/groups outside the immediate work unit (e.g., community, industry, professional bodies) and understand that others view her/him/them as a representative for the organization.
Strong facilitation skills including the ability and willingness to lead a productive meeting, coalition or group. This includes the ability and willingness to generate discussion and involvement from others, actively listen to others’ viewpoints, build consensus, effectively deal with conflict, and direct others ensuring objectives of the meeting or group are accomplished.
The ability to know when a decision needs to be made and having the readiness to make timely, sound, and ethical decisions. This includes selecting the most promising alternative or course of action, recognizing when outside advice is needed, and committing to action, even in uncertain situations.
Solid networking skills including the ability to build and maintain an expansive professional network with non-governmental organizations, governmental organizations, partner agencies, and others to share information, promote collaboration, and optimize individual and agency-wide effectiveness.
Strong public speaking skills including the ability to speak clearly and accurately convey information when speaking to large groups of people of all ages. This includes the ability to target the amount, style, and content of the information to the target audience.
The ability to develop strategic plans to ensure that long-term goals, visions, objectives, and overall direction support Agency long-term goals and objectives.
