The AIDS Foundation of Chicago (AFC) mobilizes communities to create equity and justice for people living with and vulnerable to HIV and related chronic diseases. We envision a world in which people living with HIV and related chronic diseases will thrive, and new HIV infections will be rare. Our work focuses on improving health equity, preventing new cases of HIV, serving as a collaboration and knowledge center, and being a bold voice for change.

We are seeking for an individual to serve as our Director of Policy. The Director of Policy is a member of AFC’s Policy and Advocacy department and reports to the Vice President of Policy and Advocacy. The Director of Policy stays abreast of and leverages knowledge of critical healthcare delivery systems like Medicaid, Housing, Ryan White, and the Affordable Care Act (ACA) to influence health policy that affects communities, HIV providers, and payers. This position will also serve as the lead for work focused on identifying and resolving policy-related issues across the agency with other departments. The Director of Policy will also help lead policy development and provide policy analysis and support for the implementation of AFC’s policy priorities on health care delivery systems like Medicaid, as well as provide policy support to help influence legislation, care and treatment issues. These priorities include communication and education with key AFC stakeholders regarding the changing landscape of numerous healthcare delivery systems, including but not limited to Medicaid, ACA and housing.

Principal functions and responsibilities of this position include the following:

Development and Monitoring of Policy and Legislation

  • Collaborate with the Vice President of Policy and Advocacy and AFC senior leadership in the development and execution of policy related to Medicaid, ACA and housing programs;
  • Work, in partnership with, the Vice President of Policy and Advocacy and other AFC senior leaders in the development of short- and long-range policy and research plans and projects related to Medicaid, ACA and housing programs;
  • Serve as the organization’s policy expert to government relations efforts relating to Illinois Healthcare and Family Services (HFS) and other state governmental agencies and commissions, Health and Human Services (HHS), and Centers for Medicare and Medicaid Services (CMS);
  • In partnership with the Vice President of Policy and Advocacy, lead and contribute to the analysis process of proposed administrative actions and legislation related to Medicaid, ACA and housing; determine and outline the potential impact on the organization's priority areas; 
  • Broaden awareness of the Medicaid programs to the entities and communities AFC serves;
  • Communicate key issues to AFC key stakeholders and staff;
  • Monitor implementation of the Illinois Medicaid 1115 waiver and behavioral health homes, educate the HIV community about the waiver and health homes, and support AFC’s advocacy for state policies that prioritize the needs of people living with HIV and behavioral health needs within the waiver and health homes;
  • Keep AFC and its key stakeholders informed of the continuous and rapid changes in the healthcare sector and state/federal regulatory activities which may have an impact on Medicaid, ACA marketplace plans and housing programs;
  • Lead the work of AFC’s Medicaid, ACA and housing policy coalition efforts;
  • Contributes and provides leadership in meetings between AFC staff/senior leaders and members of state agencies related to Medicaid, ACA and housing;
  • Lead implementation of Getting to Zero priorities related to Medicaid, marketplace plans, and other health care delivery systems;
  • Serve as project manager for grants and special projects as needed.

Communication and Education

  • Assist in the creation and development of publications and other mechanisms, such as webinars, to educate stakeholders about Medicaid programs;
  • Create written analyses of proposed health policy proposals and reports and evaluate their impact on the HIV sector and AFC;
  • Assist in the preparation of position statements and comments sent to legislative and regulatory bodies and other interested parties concerning legislation, regulations, policies, published reports and statutes governing Medicaid, ACA and housing programs;
  • Create content on AFC issue areas and on Medicaid, ACA and housing policy including but not limited to emails, fact sheets, issue briefs and legislation.


  • Assist the Vice President of Policy and Advocacy on other policy-related matters as needed;
  • Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, and others;
  • Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations;
  • Protect organization's value and manage risk by keeping information confidential;
  • Perform other duties as assigned.


Minimum Qualifications

Bachelor’s degree in Public Policy, Public Health or related field and 6 or more years of experience developing and monitoring policy related to Medicaid, ACA and/or housing programs

PLUS 2 or more years of experience managing projects involving multiple deliverables and stakeholders

PLUS a minimum of 2 years in a management or leadership role

Preferred Qualifications

Master’s degree in Public Policy, Juris Doctor or related field

2 or more years’ experience leading policy coalition efforts

Knowledge, Skills, and Abilities

Exceptionally strong written and verbal communication skills, coupled with presentation skills.

Strong attention to detail and the ability to manage multiple projects, establish workload priorities, and meet deadlines. 

Solid interpersonal skills along with the ability and willingness to respect and value the differences and perceptions of different groups/individuals as well as the ability to establish and maintain relationships with key external individuals/groups.

Strong networking skills to build and maintain an expansive professional network with non-governmental organizations, governmental organizations and partner agencies.

Solid planning and organizing skills to ensure work objectives are accomplished efficiently.

In addition, expertise in the policy and legislative landscape around healthcare delivery systems is essential.
