Description Human Rights First seeks a Senior Advisor to lead its cutting-edge effort to get the U.S. government to disrupt criminal networks which enable mass atrocities.

History has shown that perpetrators of mass atrocities are seldom able to carry out these crimes on their own. Instead, they rely on “enablers”—third party states, corporations, or individuals who supply the goods and services and financing necessary to commit and sustain these crimes. Crippling the supply chains—the cycle of money, arms and ammunition, and other resources—used to organize and perpetrate these offenses can disrupt their execution, saving lives. Human Rights First is focusing its research, analysis, and advocacy on increasing systematic U.S. government action to disrupt mass atrocity enablers.

In August 2011, President Obama elevated atrocity prevention to a core national security priority, and then created an interagency Atrocities Prevention Board (APB). Human Rights First worked to ensure that disruption of atrocity enablers became a key focus of the APB’s agenda. Having secured support and buy-in for the concept, we are now focused on getting the U.S. government to put this concept into action that will produce impact.

The objective of this phase of Human Rights First’s work is to get the United States to disrupt illicit networks that engage in criminal and sanctions- busting behavior by supplying perpetrators of mass atrocities with the material resources- such as guns and money- they need to commit and sustain their crimes. By focusing on these criminal networks, we seek to bring the President’s strategy on transnational organized crime into the service of atrocity prevention, and encourage U.S. policy makers to disrupt the live operations of “bad guys” (e.g. Viktor Bout and his associates) who threaten U.S markets and national security.
The ideal candidate will be an experienced, entrepreneurial leader with the agility and strategic thinking to lead cutting edge campaigns and achieve policy changes in complex political landscapes, understanding how to be successful in Washington policy circles.  S/he will have a significant knowledge of and experience working on conflict supply chains, transnational crime and/or the economic dimensions of mass atrocities. S/He will come with a successful track record of securing concrete government policy action on issues of international law enforcement and human rights. Human Rights First seeks a compelling advocate and spokesperson with a proven ability to successfully steward relationships with key players and develop champions.
ANNUAL SALARY:  Competitive with comprehensive benefits package
