Description Summary: 

Directs and coordinates activities of personnel engaged in purchasing and distributing materials, equipment, and supplies in an organization. By performing the following duties personally or through subordinate supervisors.
 
Duties:
  • Plans, organizes, directs, and controls activities related to the procurement function.
  • Oversees central supply and receiving department.
  • Prepares instructions regarding purchasing systems and procedures.
  • Develops purchasing policies and procedures.
  • Develops a system to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
  • Designs, implements, manages, and monitors procurement reporting systems to meet company requirements.
  • Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
  • Prepares and issues purchase orders and change notices.
  • Reviews purchase order claims and contracts for conformance to company policy.
  • Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
  • Handles and processes procurement requests.
  • Negotiates complex requests for equipment, supplies, and services from suppliers and subcontractors.
  • Arranges for disposal of surplus materials.
  • Works directly with Accounts Payable and the Accounting department to ensure that the MAS90 Purchasing software is fully integrated with the MAS90 Accounting software.
  • Other duties as assigned.
Education and Experience: 

BA/BS preferred, years of experience may be substituted for degree. Familiar with a variety of the field’s concepts, practices and procedures.  Relies on extensive experience and judgment to plan and accomplish goals.  A wide degree of creativity and latitude is expected.   Ability to communicate effectively, written and verbal.  Three years’ experience in healthcare required and two years supervisory/management experience preferred.
 
Computer Skills:

Knowledge of word processing software, spreadsheet software; internet software and database software.
 
Supervisory Responsibilities:

Manages assigned staff. Responsible for the overall direction, coordination, and evaluation of this area.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
 
Administrative Duties: 

Exercise discretion and independent judgment.
 
Work Environment: 

Depending upon the area assigned, may be 100% clinical setting or office setting in a clinical environment.  Exposure to communicable diseases, bodily fluids, toxic substances, ionizing radiation, medicinal preparations and other conditions common to a clinic environment.
 
Physical Demands: 

Requires manual dexterity, sitting, standing, stooping, reaching, kneeling, crouching, bending, walking, lifting up to 35 lbs. Close vision and ability to adjust focus.
 
Other Requirements

Valid Texas driver’s license and excellent driving record with DMV.
