Position Description
The Technical Lead (TL) is a technical expert who provides technical leadership in the design, development and delivery of technology-enabled applications, products and services. The Technical Lead will provide solutions to business requirements, or technical issues, and is responsible for meeting development schedules and ensuring the delivered solution meets the technical specifications and design requirements.

The Technical Lead (TL) will be responsible for overseeing the day to day software development aspects along with the IT (Development) Manager. They are required to learn the full duties of the Development team they support and will be expected to work alongside them. They will also liaise with the PMO, Architecture, QA, and Product Management teams.
 
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • The TL duties include configuration, analysis, and support of the Information Systems and other supporting functions
  • Performs requirements analysis and high level detailed design of solutions along with Architects
  • Provides high level and detailed estimates on design and development efforts
  • Works with developers to write technical specifications and assists in development, coding and unit testing
  • Performs code reviews and ensures that the developers adhere to design guidelines and best practices; provides guidance to the development team
  • Collaborates with Project Managers, Product Managers, Business Analysts, Architects, Developers, QA Analysts and Configuration Managers during the delivery of projects
  • Demonstrates leadership principles and acts as role model for software development team
  • Troubleshoots and assists with resolution of application errors and other reports system issues
  • Partners with Development Manager to manage and run the development operations successfully in delivering value to the Village
 
MINIMUM QUALIFICATIONS
  • Previous leadership experience and training
  • Minimum of ten (10) years of development experience
  • Bachelor's Degree in Computer Science or Information Systems required or a combination of education and progressively responsible work experience in related area may be substituted in lieu of degree on a year-for-year basis
  • Advanced computer skills and proficiency in MS Word, Excel, PowerPoint and Outlook required
  • Intermediate knowledge of MS SQL or PL/SQL required
 
High level of experience in any (one or more) of the following:
  • Oracle
  • SQL Sever
  • .Net
  • Cold Fusion
  • ASP.NET
  • JavaScript
  • MVC
