An experienced Program Controls Lead Analyst is sought to join BAE Systems Platforms and Services in York, PA supporting on-going, large-scale, multi-year U.S. Army production acquisition program. The position, under limited supervision, will lead a team of Program Controls analysts in the execution of technical business operations of the Performance Measurement System. The position will be the front line for training, mentoring, and coaching analysts and other program resources regarding Program Controls inputs, processes, and outputs. The position will provide tactical and strategic advice through the Program Controls functions to guide the Program Managers, Contract Managers, Control Account Managers (CAMs), and other key stakeholders in the areas of Program Initiating, Planning, Executing, Monitoring & Controlling, and Closeout. The position will manage data flows between the Program Controls function, Performance Measurement System, and other Business Systems including Accounting, Financial, Manufacturing Operations, Materials Management and Acquisition (MMAS), and other systems as needed to ensure proper reconciliation and integration of data to produce information, metrics, and reports. The primary output is externally submitted Performance Management and Cost Management Contract Data Requirements List (CDRL) reports and internal reports leading up to CDRL publication. Monitors and controls costs and schedules. Performs analyses and prepares reports to ensure that contracts are within negotiated parameters and government cost control guidelines. Prepares budgets and schedules and performs and/or assists in financial analyses such as variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
Subject Matter Expert with Program Controls / Program Management processes including, but not limited to: Baseline Planning, Scheduling, Performance Recognition, Actual Cost Management, Cost Estimating and Forecasting, Work Breakdown Structure (WBS), Change Management & Control, Variance Analysis, and Surveillance. Expertise in understanding, deploying, and executing an Earned Value Management System (EVMS) and EVM core concepts while applying Program Controls / Program Management processes in an Integrated Program environment, particularly in the areas of Production Manufacturing, and Supply Chain. Experience with EVMS software. Experience developing Performance and Cost Reports (IPMR, CSDR, etc.). Experience in Joint Surveillance Reviews (JSRs), EVAS, Internal Surveillance Reviews & audits, Integrated Baseline Reviews (IBRs), and Comprehensive Estimate At Complete (CEAC) updates. Experience with Material Requirements Planning (MRP) systems. Strong understanding and use of Microsoft Office Suite. Strong understanding of Defense Federal Acquisition Regulations, ANSI-748-D, EVMIG, and EVMSIG Guides.
Experience working in a matrixed Program environment with strong customer service. Experience leading teams on large, fast paced programs while meeting deadlines with accurate, quality, and timely data, metrics, information, and reports. Experience training, mentoring, and guiding regarding Program Controls topics. Demonstrate ability to effectively communicate, inspire and motivate teammates, and create synergies with the team and program stakeholders. Software practitioner/expert: Deltek Cobra, Deltek wInsight, Deltek OpenPlan, Oracle eBusiness Suite (particularly Cost Management, Planning, Project Accounting, and/or Procurement modules). Experience with Program Finance concepts and practices. Ability and willingness to work additional hours beyond normal work day when required. Ability to legally operate cars and light trucks. Ability to travel domestically and internationally by commercial air carrier. Ability to obtain a Security Clearance if required.
