OVERVIEW:
The Program Manager oversees daily operations of Unity Care’s Transitional Age Youth (TAY) program and staff. S/he provides leadership and supervision to Facility Managers and Case Managers, ensuring youth are safe, engaged, making progress, and transitioning to a permanent living arrangement. Strong organizational and interpersonal skills are required, including: staff management, and development, interviewing and hiring, performance evaluations, planning, delegating, budgeting, program development and facilitation. The Program Manager is responsible for communication, coordination, project team over-site, implementation, monitoring, reporting and evaluating the TAY Program for continuous quality improvement. The scope of work will be broad and comprehensive requiring partnership and collaboration with a team of professionals as well as work independently to collect, to analyze, interpret and report programs results.

QUALIFICATIONS:
- Advanced knowledge of designated functional areas
- Minimum 4 years of experience working with at-risk adolescents in a residential setting.
- Minimum of 2 years of management experience
- Bachelor’s degree in Behavioral or Social Sciences or equivalent experience, Master’s degree is preferred
- Excellent interpersonal skills with demonstrated ability to work with a wide variety of personalities
- Strong knowledge of Community Care Licensing Requirements
- Knowledge of clinical & therapeutic processes
- Ability to motivate and maintain effective working relationships with staff and partners.
- Excellent writing and verbal communication skills.
- Advanced knowledge of Microsoft Offices applications.
- Excellent organizational, analytical, computer and written communication skills
- Ability to prioritize projects
- Ability to work as a team member
- Ability to practice direct communication and to give/receive feedback
- Valid CA driver’s license
- Fingerprint clearances and any other regulatory clearances necessary for the position
PRIMARY RESPONSIBILITIES
- Provide oversight and supervision of TAY facilities
- Select, orient, train, supervise, and develop Facility Managers
- In partnership with the Clinical Program Manager, select, orient, train, supervise, and develop Case Managers
- Ensure effective selection, onboarding, performance management, and development of all assigned TAY staff
- Ensure continuous compliance with CCL and all regulations and external requirements
- Ensure clinical compliance with residential treatment counselors & case managers
- Ensure 90% occupancy targets are achieved and provide oversight of client intake process.
- Ensure MH productivity targets are achieved
- Develop, execute, and improve all systems and program protocols
- Prepare and submit timely reports as assigned
- Ensure 80% staff retention within treatment homes
- Ensure 75% of youth graduations
- Conduct weekly staff meetings with Facility Manager, Clinicians, and Administration to discuss staffing concerns, weekly planning, and resident issues.
- Facilitate training in support of staff learning and development
- Ensure a therapeutic environment and client-focused programming
- Facilitate a high level of youth and family engagement
- Provide Servant Leadership practices that enables a positive and inclusive culture
- Ensure fidelity to the Program Statement and Plan of Operations
- Partner with the Clinical Program Manager to ensure integration of clinical services
- Under the supervision of the Director of TAY Services, maintain job specific programs and developments
- Serve as community liaison and agency representative
- Other duties as assigned
