The Program Manager oversees daily operations of Unity Care’s Transitional Age Youth (TAY) program and staff.  S/he provides leadership and supervision to Facility Managers and Case Managers, ensuring youth are safe, engaged, making progress, and transitioning to a permanent living arrangement.  Strong organizational and interpersonal skills are required, including: staff management, and development, interviewing and hiring, performance evaluations, planning, delegating, budgeting, program development and facilitation. The Program Manager is responsible for communication, coordination, project team over-site, implementation, monitoring, reporting and evaluating the TAY Program for continuous quality improvement. The scope of work will be broad and comprehensive requiring partnership and collaboration with a team of professionals as well as work independently to collect, to analyze, interpret and report programs results.

  1. Advanced knowledge of designated functional areas
  2. Minimum 4 years of experience working with at-risk adolescents in a residential setting.
  3. Minimum of 2 years of management experience
  4. Bachelor’s degree in Behavioral or Social Sciences or equivalent experience, Master’s degree is preferred
  5. Excellent interpersonal skills with demonstrated ability to work with a wide variety of personalities
  6. Strong knowledge of Community Care Licensing Requirements
  7. Knowledge of clinical & therapeutic processes
  8. Ability to motivate and maintain effective working relationships with staff and partners.
  9. Excellent writing and verbal communication skills.
  10. Advanced knowledge of Microsoft Offices applications.
  11. Excellent organizational, analytical, computer and written communication skills
  12. Ability to prioritize projects
  13. Ability to work as a team member
  14. Ability to practice direct communication and to give/receive feedback
  15. Valid CA driver’s license
  16. Fingerprint clearances and any other regulatory clearances necessary for the position


  1. Provide oversight and supervision of TAY facilities
  2. Select, orient, train, supervise, and develop Facility Managers
  3. In partnership with the Clinical Program Manager, select, orient, train, supervise, and develop Case Managers
  4. Ensure effective selection, onboarding, performance management, and development of all assigned TAY staff
  5. Ensure continuous compliance with CCL and all regulations and external requirements
  6. Ensure clinical compliance with residential treatment counselors & case managers
  7. Ensure 90% occupancy targets are achieved and provide oversight of client intake process.
  8. Ensure MH productivity targets are achieved
  9. Develop, execute, and improve all systems and program protocols
  10. Prepare and submit timely reports as assigned
  11. Ensure 80% staff retention within treatment homes
  12. Ensure 75% of youth graduations
  13. Conduct weekly staff meetings with Facility Manager, Clinicians, and Administration to discuss staffing concerns, weekly planning, and resident issues.
  14. Facilitate training in support of staff learning and development
  15. Ensure a therapeutic environment and client-focused programming
  16. Facilitate a high level of youth and family engagement
  17. Provide Servant Leadership practices that enables a positive and inclusive culture
  18. Ensure fidelity to the Program Statement and Plan of Operations
  19. Partner with the Clinical Program Manager to ensure integration of clinical services
  20. Under the supervision of the Director of TAY Services, maintain job specific programs and developments
  21. Serve as community liaison and agency representative
  22. Other duties as assigned
