Its signature program, established in 1993, focuses on serving the housing needs of youth in foster care and beyond. OVERVIEW:  Under the general supervision of the Chief Operating Officer, this position is responsible for overall service development and delivery of quality services within Unity Care mental health programs.  Assures service quality, develops collaborative teamwork among and across service areas and teams for greater efficiency and client satisfaction. Plans for the ongoing development of agency services and builds strong community partners to establish positive representation in the county.

This is a Full time position..

QUALIFICATIONS

  1. At least 10 years of experience developing and overseeing program development and management of clinical settings with adolescents.
  2. Master’s Degree in a behavioral science or equivalent.
  3. At least 5 years of full-time employment as a mental health professional or social worker in an agency serving children and/or adolescents.
  4. A minimum of 2 years post-licensure experience
  5. Licensure as a mental health professional in the State of California, and able to supervise other clinical staff and/or interns.
  6. Knowledge and experience with the regional systems of care, funding mechanisms, and external quality measures.
  7. Proficient in using Microsoft Office applications.

RESPONSIBILITIES INCLUDE (but not limited to):

  1. Adhere to state, county, and organizational policies, procedures, and guidelines to ensure contract compliance.
  2. Supervise, plan, and evaluate budget, programs, staff and fiscal resources assigned to the mental health programs including compliance with required documentation to meet audit standards and timelines.
  3. Develop annual service goals that correspond to the agency’s strategic plans and goals.
  4. Develop, implement, and oversee appropriate policies and procedures related to services, administration, health and safety.
  5. Develop, implement, and oversee planning mechanisms that promote positive outcomes for youth.
  6. Establish clear standards and accountability processes for all staff within mental health services; Support the sharing of ideas at all levels.
  7. Maintain confidentiality of client and employee personal information.
  8. Monitor and continuously improve service quality.
  9. Participate in annual client satisfaction survey, evaluate results and set goals for improvements based on survey outcomes.
  10. Set goals for personal improvement based on regular assessment of performance from supervisor, peers, and staff.
  11. Promote and ensure teamwork through departmental teambuilding and inter-departmental collaboration and support. Work jointly with all stakeholders as appropriate to facilitate staff resolution for program and staff conflicts.
  12. Act as a clinical resource for the mental health services department.
  13. Participate in one or more community organizations to increase representation and partnership; Serve as community liaison and agency representative with community organizations, county providers, and City and County Government.
  14. Serve as the UCG liaison for placement agencies, and maintain records and reports for all programs according to county and/or funding requirements.
  15. Attend all county meetings relative to mental health services.
  16. Create and implement crisis intervention within mental health services in conjunction with the needs of residential services.
  17. Oversee training and professional development for all mental health staff.
  18. In partnership with Human Resources, manage needs and concerns of day-to-day program operations within mental health services including staff recruiting, performance management, and service delivery adhering to agency policy and procedures.
  19. Serves as advisor to the Chief Operating Officer for clinical-related operations
  20. Carries out direction, decisions, philosophy, and administrative methods as established by CEO, COO, and Board of Directors.
  21. Network with the community stakeholders and partners in order to develop new improved ways of providing mental health services to better meet the needs of at-risk and disadvantaged youth.
  22. Encourage innovation, benchmarking, and management by objectives for the mental health department.
  23. Develop quality outcomes and processes for outcome measurement. Conduct regular outcome based meetings that improve the effectiveness and efficiency of mental health services. 
  24. Responsible for overseeing all clinical interns.
