Talent Orchard is under contract to identify an exceptional leader to serve a Director of Proposal Operations for a mature government services firm offering the unique opportunity to create and build a new proposal capability for the organization. This is your opportunity to put your ideas into action!


The successful candidate for this role will have some professional communications and marketing experience and will be able to help to develop and enhance corporate branding and marketing materials. This individual will be an accomplished orals coach with experience coaching orals for proposals over $100M+ and developing orals presentation for FEDSIM. The Director of Proposals will lead a 2-5-member proposal team that supports proposals across the company, and will ensure the effective assignment and ongoing development of talented proposal resources at all levels of experience. In addition, this individual will serve as a subject matter expert to corporate proposal teams through participation in iterative storyboard activities and color reviews, as well as through individual mentoring of proposal staff. As the Director, you will work with the team to write, edit and revise sections when needed and time permits, as well as lead, participate in, and influence Proposal Engineering training and improvement initiatives. A Government Security clearance is not required to start, but the Company can hold Secret or Top Secret clearance if individuals current have one.


Primary Responsibilities:

  • Serve as the Director of the Marketing and Proposal (MAP) Center and a member of the Client’s BD leadership team, reporting to the Vice President of Business Development
  • Work with VP BD and the corporate marketing and communications staff to develop, refresh and implement internal and external marketing materials 
  • Partner with the Account Vice Presidents and VP BD to assign proposal management staff
  • Develop and deliver training to corporate staff to ensure the continued development of the Company’s proposal teams
  • Participate in development of government proposals and may provide proposal management of the opportunities of highest priority to corporate leadership
  • Coach proposal personnel on proposal best practices and helps brainstorm proposal content for high-priority corporate proposals
  • Frequently serve as an expert reviewer through participation in iterative storyboard and formal color reviews
  • Work in conjunction with Capture and BD personnel in developing and generating strategies, themes and discriminators for responses
  • Develop and refine the Company’s proposal management best practices
  • Perform as an orals coach and trains others in the MAP Center in orals coaching and delivery
  • Support the identification and promulgation of exemplary proposal content housed in the corporate BD repository


Minimum Required Skills and Education:

  • Minimum Bachelor's Degree required
  • A minimum of 10 years of proposal leadership experience, to include proposal development, preparation, analysis, writing, and reviews and orals coaching of large opportunities ($100M+)
  • Professional communications/marketing experience from work in a Federal Government services firm
  • Demonstrated success as both an individual contributor and leader on government proposal efforts – experience on both the Civil and Federal sectors is preferred
  • Recent experience leading overall proposal organization for federal contractor(s)
  • Proven leadership abilities.
  • Excellent communication and interpersonal skills
  • Experience working with office productivity software, such as Microsoft Office suite, including Word, Excel, PowerPoint and file sharing applications
  • Experience with Microsoft SharePoint
  • Able to work under pressure of deadlines
  • Able to work long hours and weekends if required
