JOB TITLE:               Collections Manager

REPORTS TO:          Program Manager

LOCATION:               Fort Belvoir, VA

 

THIS IS FOR A PROPOSAL

 

POSITION SUMMARY:

Provide quality assurance and quality control (QAQC) and final release authority for IIRs and evaluations on a daily basis.  Review, edit, and release all reports once received in a timely fashion not to exceed three business days. 

Provide guidance and one on one assistance to agency collectors regularly.  Enforce proper format and strict adherence to standards across the agency Headquarters (HQs) and its Field Office's resulting in less than two administrative revisions annually.  Extreme attention to detail required ensuring consistent reporting across the agency. 

Provide weekly updates to field offices and senior leadership on report statistics.  Release quarterly and annual report statistics no later than five days after the end of the period.

Provide Collections Operations Management through a full understanding of Intelligence Collection Requirements (ICRS) and provide the appropriate level of visibility to collectors for collection guidance and citation in reports on a weekly basis. Respond to DIA taskers on a weekly basis by reviewing and accepting or declining tasking with follow-on assignment to subordinate units through the community database.

Manage report databases roles through understanding technical upgrades, functional applications, and impacts to agency database users in both collection and consumer organizational hierarchies.  Approve report database accounts request within 24 hours and serve as the primary interface with DIA Program Managers.  Maintain user account information, local remark lists, guidance measures, and Plain Language Addresses (PLAs) by subunit on a monthly basis.  Disseminate reports and products on all networks and to the Library of National Intelligence within five days of release.

 

PRINCIPLE DUTIES AND RESPONSIBILITIES:

  • Knowledge of Security Classification Guides and Classifications and markings procedures
  • Knowledge of CI/HUMINT methodology
  • Knowledge of pertinent regulations and directives on intelligence collection management, source management, and report writing
  • Proficient in Power Point and Excel
  • Knowledge of automated systems to publish IIRs and retrieve published IIRs
  • Excellent writing skills
  • Good oral communication skills
  • Demonstrated organizational skills and attention to detail
  • Knowledge of intelligence oversight regulations and directives

     

     

QUALIFICATIONS/SKILLS & KNOWLEDGE REQUIREMENTS: 

  • Minimum of three years of direct experience in a Collection Management Office reviewing and publishing IIRs
  • Direct experience in writing IIRs
  • Minimum of three years of Human Intelligence (HUMINT) On-Line Tasking and Reporting (HOTR) experience
  • Top Secret/SCI Clearance
