Description

The work for this position will be performed on the Pentagon Reservation or within offices within the National Capitol Region.

Responsibilities:

  • Manage, track, analyze, review, and process personnel and manpower transactions including, but not limited to:
    • Requests for Personnel Action
    • Military manpower actions
    • Internal personnel vacancy announcements
    • Civil service and military awards
    • Reorganizations and internal functional transfers
    • Management-directed reassignments
    • Position designation records
    • Memorandums of Understanding or Agreement
    • Superior qualifications justification memorandums
  • Track, assess, and provide reports on human capital and personnel management guidance and regulations from the Office of Personnel Management and Washington Headquarters Services, e.g., recruiting procedures and regulations, employee career development, Equal Employment Opportunity (EEO), and employee benefits.
  • Strategic Human Capital Planning: Collect, analyze and manage data to support human capital and personnel-related decision making by identifying personnel-related trends, identifying potential improvements to the client’s human capital processes and management, developing practicable ways to implement those improvements, refining creative solutions to human capital issues, quantifying outcomes, and developing strategic communication plans for conveying information to the client’s workforce.

Additional Duties:

  • The contractor is required to be customer-service oriented, detail focused, flexible, innovative, pro- active, and able to succeed in a fast-paced, high pressure, defense and national security organization.
  • Provide high-quality services and expertise to the client in the areas of resource management, human capital, leadership and organizational development,travel, facilities, and executive secretariat.
  • Identify and institute innovative solutions for organizational challenges
  • Other duties as assigned

Requirements:

This contractor is considered Key Personnel. The normal schedule is Monday through Friday, 0800 to 1700.

  • A minimum of five years of experience in human capital development,organizational change management, strategic workforce planning, or career pathing.
  • A minimum of three years of experience as a team lead or supervisor
  • A Bachelor’ degree
  • An ACTIVE Top Secret (TS) clearance with SCI eligibility is required to start and throughout contract performance.

Preferred:

  • Project Management Professional (PMP)certification
  • Experience in strategic communications
