Talent Orchard has been retained by a well-established IT solutions and services firm in their search for a Database Administrator with specific experience in the state welfare domain centered on modernizing Child Support systems. The Nevada Department of Health and Human Services (DHHS), Division of Welfare and Supportive Services’ (DWSS) child support enforcement program is undergoing a technology modernization initiative to replace the child support portion of the aged Nevada Operations of Multi-Automated Data Systems (NOMADS) application with modern technology. The opportunity is a long-term contract of up to 5 years and our client is willing to consider direct hire employees or contractors.

   

Primary Responsibilities:

  • Be responsible for providing State DBAs with supplemental expertise in the area of database technology;
  • Act as a resource to the Implementation Contractor’s technical design team in the establishment of the technical database designs;
  • Facilitate all aspects of the Implementation Contractor’s database design and database tuning activities;
  • Assist the Implementation Contractor in resolving technical database design issues;
  • Assist the State Technology Manager and the Implementation Contractor in maintaining standards and methodology for database design, deployment, maintenance and operation;
  • Ensure the Implementation Contractor’s methodology for database design is consistent with State standards and practices;
  • Through active analysis, be responsible for ensuring that all queries used by the NCSEAS application are efficient, use proper indexes and select the only data necessary to address a specific need;
  • Assist the State Technology Manager in collaboratively creating procedures that developers will use to identify new database tables and new or revised columns on existing database tables;
  • Assist the State Technology Manager and Implementation Contractor in estimating the database load and performance metrics;
  • Assist the State Technology Manager and Implementation Contractor in developing requirements for optimal operational memory, computing power, and data storage;
  • Participate in the review of the database design for the system and provide feedback relating to best practices and performance tuning;
  • Ensure modifications to the database design comply with the technical standards of the State and project;
  • Take active, lead role in performing all required database upgrades and patching throughout the course of the project;
  • Diagnose and address database performance issues as they occur;
  • Provide database deployment support for development, user acceptance testing, training and production environments;
  • Effectively communicate with Project Managers;
  • Reports to the State Infrastructure Manager
  • Provide documentation detailing processes, standards and procedure to be used by developers when creating or revising tables and/or columns within tables;
  • Periodic status reports detailing database load and performance metrics, as dictated by milestones and project schedules;
  • Periodic reports detailing recommendations regarding optimal memory, computing power and data storage requirements as dictated by milestones and project schedules;
  • Periodic written feedback on database design, standards, tuning and best practices as required by milestones and project schedules;
  • Periodic interaction with the application database to create/modify/delete or otherwise update tables, columns and/or base table data as required by milestones and project schedules;
  • Create and submit plans to perform upgrades and patches to application database throughout the project as dictated by best practices, newly discovered vulnerabilities;

  • Weekly status reports to include, but not be limited to:
    • Overall completion status of the project in terms of the approved project plan and schedule;
    • Problems that were encountered and proposed/actual resolutions;
    • Issues that need to be addressed

 

Required Qualifications:

  • Prior experience working hands-on with a State and Local Government Child Support Modernization effort (Strong preference is to have Child Support systems experience, however, the customer may be willing to consider experience with Benefits Eligibility Systems (BES), Medicaid Management Information System (MMIS) or Medicaid Readiness.)
  • Over (5) years of experience administering DB2 LUW UDB, with most recent experience including DB2 LUW UDB 10+
  • Over (10) years of experience creating, updating and tuning SQL queries, stored procedures, triggers and views in DB2 LUW UDB with most recent experience including DB2 LUW UDB 10+
  • Experience in installing, configuring and upgrading DB2 LUW UDB databases using GUI and command line tools
  • Physical database design, logical database design and capacity planning experience
  • Performance tuning and maintenance of DB2 LUW UDB databases experience
  • Experience in DB2 LUW UDB security management
  • DB2 server architecture experience
  • DB2 database clustering (HADR, etc.) experience
  • Experience in developing and testing storage strategies and disaster recovery plans for DB2 LUW UDB database environments
  • Data Transformation Services experience

 

Desired/Preferred Qualifications:

  • Experience with solution based on the California Child Support Enforcement (CSE) system
  • Troubleshooting web application database connectivity
  • Setup, configuration and management of DB2 LUW UDB replication
  • Experience with SFTP
  • Experience with Job Scheduling in a LUW environment.
  • Experience with FileNet
  • Experience with DB2 on z/OS
