Talent Orchard has been retained by a well-established IT solutions and services consulting firm in their search for a Project Manager with specific experience in the state welfare domain centered on modernizing Child Support systems. The Nevada Department of Health and Human Services (DHHS), Division of Welfare and Supportive Services’ (DWSS’) child support enforcement program is undergoing a technology modernization initiative to replace the child support portion of the aged Nevada Operations of Multi-Automated Data Systems (NOMADS) application with modern technology. The opportunity is a long-term contract of up to 5 years and our client is willing to consider direct hire employees or contractors.

Primary Responsibilities:

  • Evaluate the agency’s Project Management Office (PMO), and supported units, for optimal utilization and interaction and provide documentation;
  • Document recommendations for change to both PMO and agency ensuring future optimization and streamlining of PMO process;
  • Evaluate current methodology and documentation and provide full documentation;
  • Evaluate PMO overall organization and size;
  • Evaluate prior project documentation for proper interactions and project progression;
  • Evaluate Agency organization, size, practices related to interaction with the PMO;
  • Evaluate agency maturity in relation to developing projects and following project process;
  • Identify existing project methodologies, effectiveness in relationship to project size and parameters;
  • Recommend PMO best practices based on size and scope of prior project quality, timeliness, and other indicators;
  • Recommend agency best practices related to developing business opportunities into projects that will require PMO interaction;
  • Recommend process for agency to prioritize ideas/changes/projects with minimal impact on resources prior to prioritization;
  • Recommend proper interaction for IT based PMO with business units in the development of project ideas with the goal of minimizing impact on existing projects and limited PMO staff;
  • Implement recommendations upon approval;
  • Document recommendations for changes in PMO methodology and agency interactions;
  • Document changes in agency project interactions;
  • Document all findings and recommendations and present to agency;
  • Bi-weekly status reports to include, but not be limited to:
    • Overall completion status of the project in terms of the approved project plan and schedule;
    • Problems that were encountered and proposed/actual resolutions;
    • Issues that need to be addressed;
    • Accomplishments during the period; and
    • Activities to be accomplished during the next reporting period.  

 

Required Qualifications:

  • Prior experience working hands-on with a State and Local Government Child Support Modernization effort
  • Minimum of four (4) years over the last eight (8) years working as a Project Manager using both Agile and Waterfall methodologies
  • Experience evaluating groups and individuals engaged in Project Management (PM) within an established Project Management Office (PMO)
  • Extensive experience developing a PMO
  • Experience evaluating entity PMO related maturity and defining next steps to increase maturity
  • Evaluate the agency’s Project Management Office (PMO), and supported units, for optimal utilization and interaction
  • Recommend PMO best practices based on size and scope of prior project quality, timeliness, and other indicators
  • Ability to convey project management principles and concepts to executive staff
  • Expert–level competency using MS Project 2016 both as a stand-alone and SharePoint
  • Ability to develop and maintain resource management in both MS Excel and MS Project
  • Skilled in project portfolio management
  • Current PMP and PMI-ACP Certifications
  • Ability to work with the executive team, business teams, and technical teams in developing analysis and recommendations

 

Preferred Qualifications:

  • Experience with solution based on the California Child Support Enforcement (CSE) system
  • Prior experience evaluating groups and individuals engaged in Project Management (PM) within an established Project Management Office (PMO)
  • Prior experience with progressive PMO development/maturity
