      <title><![CDATA[Director - Joining Forces Initiative - Washington, DC]]></title>

      <description><![CDATA[The task of the Director will be to implement the Joining Forces Initiativecultivate and grow an international group of retired senior military, law enforcement and security sector leaders to work with Human Rights First in engaging in national security policy discourse at the national, regional, and global levels. Beginning with the issue of ending torture and cruel treatment, we will build on the expertise we have developed as a leading advocate for human rights in the national security context in the United States and scale this model to the international level for greater and more systemic impact.Human Rights First seeks to disrupt the prevailing convention that respect for human rights weakens security and build in its place a broad, pro-security consensus that defends human rights.  The director will build the international group; deploy it effectively to accomplish concrete objectives; integrate it with existing anti-torture initiatives at the national, regional and global levels and, where appropriate, with U.S. policies in such fields as promoting security sector reform and counterterrorism cooperation.Over the last decade, Human Rights First has gained prominence for our work to establish a powerful coalition of U.S. retired generals and admiralsincluding a former Chairman of the Joint Chiefs of Staff and a former Commandant of the Marine Corpswho, in the wake of the egregious abuses at Abu Ghraib and Guantanamo, argued publicly that torture was illegal, immoral, and undermined our national security. Working together, we challenged the misguided notion that human rights and security are opposing values in a zero-sum game and changed the nature of the debate about torture in the United States.Building on this experience, Human Rights First is implementing the Joining Forces Initiative, developing a unique new resource to increase the capacity of human rights organizations to engage effectively in policy debates in the field of national security, an international group of distinguished retired senior military, intelligence and law enforcement leaders.  Members of the group publicly endorse the absolute prohibition of torture and endorse the view that torture is counterproductive in protecting security. The initiative will strengthen the fight against torture by building a prevailing anti-torture consensus among security practitioners at the national, regional and international levels. PRIMARY RESPONSIBILITIES:Leadership and Strategic DirectionLead and direct Human Rights Firsts initiative to build and deploy an international group of retired senior military, intelligence and law enforcement leaders to contribute to international efforts to end torture and to promote security policies that adhere to international human rights standards.Develop concrete, measurable objectives and a comprehensive strategy and work plan, including determining specific activities in target countries, based on an analysis of opportunities where Human Rights First, working with local partners and the international group can make a meaningful impact.Recruit members of the group from diverse geographical regions and with appropriate seniority and expertise in different branches of the security services.Maintain regular contact with members of the group, keeping them informed about relevant activities and development in the initiative and consulting them as appropriate.Develop a strong public profile for this initiative and the international group, including a visible public launch, the production of news-generating materials and the development of strategies aimed at educating and engaging national security thought leaders, policy makers, the media, experts, and popular audiences.Identify key target countries where the group can work that make optimal use of the strategic strengths of Human Rights First with respect to its capacity to engage with and influence U.S. policy.Cultivate and manage strategic relationships, coalitions, and partnerships to advance our objectives, including with U.S. federal agencies, Congress, national security think tanks and policy centers, national security scholars, and other experts.       <title><![CDATA[National Pro Bono Promotion Counsel-Refugee Protection Program - New York,]]></title>

      <description><![CDATA[Human Rights First advances the rights of refugees and U.S. leadership to protect rights for refugees in the United States and around the world.  We work to protect refugees and other vulnerable migrants from a range of human rights abuses, including arbitrary detention, violence, and lack of access to protection, by advocating for access to asylum and other protection, fair asylum and immigration court procedures, and for U.S. compliance with international refugee and human rights law.  A key part of our strategy to achieve these goals is to help hundreds of individual refugees in the United States each year to win asylum through access to pro bono legal representation in the New York, New Jersey and Washington, D.C. areas. Our policy and legal advocacy is informed by the experiences of our refugee clients and their pro bono lawyers.  Over 50% of immigrants in immigration courts lack counsel and nearly 80% of those in immigration detention are not represented. To help close the gap between the need for representation and its current availability, Human Rights First has developed an ambitious plan to increase legal representation for asylum seekers and immigrants. We are currently seeking a National Pro Bono Promotion Counsel to lead the campaign to improve access to legal representation for indigent asylum seekers and immigrants.Elements of this effort will include increasing access to legal representation, pro bono counsel and legal orientation presentations for those in immigration detention and/or in U.S. immigration and asylum proceedings.  A major part will be to assess and expand Human Rights Firsts own legal representation program to one or more additional locations in the United States.The National Pro Bono Promotion Counsel will work as part of the Refugee Protection team, reporting to the Director of the Refugee Protection program, and working in close collaboration with the Advocacy Counsel and other Refugee Protection team members in Washington, D.C. and New York, as well as staff from other programs and departments.PRIMARY RESPONSIBILITIES:Lead the organizations development of a strategy to increase legal representation for indigent immigrants and asylum seekers in the United States;Review statistics, conduct interviews, and gather other information and prepare an analysis of legal representation needs and opportunities relating to indigent immigrants and asylum seekers nationally and in a number of key locations; identify options for steps that can be taken by Human Rights First and others with whom the organization has or could have influence to address those needs;Identify and implement strategies to strengthen and build relationships with individuals and organizations necessary to advance the organizations legal representation objectives, including bar associations, law firms, legal providers, community groups, U.S. immigration and asylum officials, judges and others concerned about the gaps in legal representation facing indigent immigrants and asylum seekers;In several locations, support existing efforts and/or help launch new efforts, to bring together multiple stakeholders  including law firms, judges, government officials, nonprofit providers and bar associations - to identify and take steps to address the legal representation needs of indigent immigrants and asylum seekers; Engage, reengage, and amplify voices of key influential allies and recruit new allies  including federal judges, retired judges, bar associations, faith groups, academics, and others  in highlighting the need for increased quality legal counsel in immigration and asylum proceedings;Coordinate efforts to assess expansion of Human Rights Firsts pro bono representation model to one or more other locations; identify locations where there are gaps in legal representation and where our pro bono model would help to close them; develop and assess  options  for potential partners;   Enhance support for other existing legal providers and  projects that provide legal representation to asylum seekers and immigrants, including through organizing briefings, panel discussions and other events as well through the media and various communication tools;  Assist in efforts to build support  - including from legal community, judges and key government officials - for expansion of legal orientation programs, access to counsel, and other initiatives to improve legal access for indigent asylum seekers and immigrants including those in immigration detention;Coordinate or participate in events  featuring bar association leaders, federal judges, leading pro bono attorneys, government officials and others - held in a number of locations around the country aimed at highlighting the significant need for legal representation in immigration matters; andIn coordination with Program and Communications staff, develop profiles, videos, blogs and other materials to tell the stories of individuals who suffer the consequences of lack of legal representation or illustrate the success of pro bono representation, and reach out to legal and other media to encourage press on issues relating to legal representation in asylum and immigration proceedings. Our policy and legal advocacy is informed by the experiences of our refugee clients and their pro bono lawyers.The Staff Attorney in the New York office will assist in administering Human Rights Firsts pro bono asylum legal representation program, primarily within the New York  New Jersey area.PRIMARY RESPONSIBILITIES:? Ensure that the refugees represented by Human Rights Firsts pro bono program receive high-quality legal representation, by providing training, guidance, advice, and legal updates to volunteer attorneys on asylum and immigration law;? Ensure that volunteer attorneys receive prompt and complete legal and procedural support on our pro bono asylum cases, including conducting trainings, strategizing on individual cases, reviewing draft submissions, and preparing memoranda informing volunteers of significant legal developments;? Participate in HRF efforts to assist asylum seekers detained at area detention facilities;? Assist in the identification of cases appropriate for pro bono representation, including through the conduct of individual interviews;? Build and maintain strong relationships with local law firms and volunteer attorneys;? Help review and supervise case management and quality control systems for pro bono program cases;? Provide legal oversight to legal assistants and assist in supervision of interns;? Develop training materials for volunteer attorneys, including manuals, memoranda, , seminars, and symposia, and update probono.net, an online resource hosted by HRF;? Spot, analyze, and respond to legal or procedural changes that affect asylum seekers, including statutory changes, proposed regulations, and decisions of the Board of Immigration Appeals or federal courts;? Assist in efforts to secure and maintain funding for program activities, and to promote interest in our pro bono work including through identifying and drafting profiles of refugees or lawyer client stories to illustrate the importance of legal representation;? Assist in the conduct of advocacy on behalf of asylum seekers by meeting with local officials at the Department of Homeland Security, and its various bureaus, and the Executive Office for Immigration Review.EDUCATION REQUIREMENTS: U.S. law degree (J.D.)REQUIRED SKILLS AND EXPERIENCE:? A legal degree and admission to the bar, preferably in New York; admission to other state bars acceptable;? Excellent oral and written communication skills;? At least one year, and ideally several years, of direct representation of asylum applicants at all levels of the administrative process;? Knowledge of U.S. immigration law and policy;? Commitment to working with volunteer lawyers;? Ability to communicate patiently, respectfully, and empathetically with individuals from a variety of backgrounds as well as survivors of trauma or torture;? Ability to manage numerous tasks simultaneously, work under pressure and meet deadlines, and to identify and analyze legal issues.OTHER USEFUL SKILLS AND EXPERIENCE?
